Default Problem with electric fans

This is not on my truck but on our car. I tried the external engine board but no one had any ideas. The problem is the electric fans are not coming on. Even when the AC is on they don't work. They came on earlier when I turned the AC off but I can't get them to come on again. I bought a electric meter thing, and with the car in run with the AC on there is 12v at the controller, 12v at the relay, and .4 volts at the plugs that go into the fan motors. I am no electrical genius but I think it should have 12v at the fans and not .4, so what could be causing this? Please post ideas even if you don't know for sure because if I don't fix it by tomorrow, my truck will go through h#ll.

my first thought would be try the relay, does it unplug? might be a bad conection where the realy plugs in or a bad relay

Yes I made sure the relay was plugged in good, and I even switched it with an identical one and still no luck. Thanks for replying parish I appreciate your help!!!

try and unplug the relay and see if you can hear it click on and off, if it is clicking then you know the car is asking for fans if it doesn't then you can try and see why the relay isn't geting a signal.

if it is clicking then your problem is on the high current side of the realy, fuse, fan motor, not on a car but i have seen a burnt up relay block.
