Texas Speed is where I got my Pacesetter LT headers and ORY pipe.

Being from Texas I can tell you that LT Headers + ORY wont be too much (depending on how "radical" you're wanting to go)... the ORY part means you WILL be getting rid of the cats... you WILL NOT pass inspection unless you get the rear 02's deleted through tuning, or put 02 sims on it, and then you STILL will not pass if the people you take it to give visual inspections. If you have a friend thats willing to "pass" it, that'd be about the only way you could do it with the LT's + ORY... now, if you get some cats put on the Y, or get another set of headers that come with a catted y, you will have nothing to worry about... my $0.02.

do you need two cats or can you pass emissions with just one cat after the pipes merge into one pipe?

whatever your truck came with from the factory, it must retain at all times... it is illegal to tamper with emissions equipment. Most of us do it anyway as when you get pulled over, your typical officer isnt going to look under your truck to see... but, in an "inspection" they do... and if the person inspecting knows their stuff, you could pay big time... if you're worried about cats... get a kit that comes with them, dynatech comes to mind, but you're gonna pay big time for it... (seems kinda funny how that works, eh?) if you wanna chance it, by all means; its america you're free to do as you want... or, you can get the PS kit with ORY, and take it to your local exhaust shop, and see how much extra they'd charge to weld some cats and bungs for the O2s or, get some gutted cats, and weld em in yourself and get the 02s tuned out/02 sims... many ways to do one thing, but it all comes down to how much $$$ you have to spend on it, and how willing you are to have "illegal" modifications to your truck.

me personally, after my recent troubles with the law , and them wanting to get under my truck and take a looksie... im gonna go to my local exhaust shop and either have some hi-flow cats put in my Y, or try to weld my gutted stock cats in there... what you do is totally up to you...

lol, maybe... but i think texas has some of the easiest emissions laws out of almost anywhere... i do know from living in houston that you cant get by with a whole lot without knowin someone, but out here where i live, you can get it passed with no problems, and having a friend just gives you that much more ease of mind.
