Well i decided to paint my engine cover, go to loosen the bolt, and after a little while i noticed its stripped, it just turns......well i decide to pull up on the cover to put some pressure on it and try loosening it, and the cover came off , bolt and rubber biscuit is still in the intake, anybody dealt with this?

I thought you were saying the cover came off and the bolt/bushing was in the cover. I was about to call you a dumbass.

This is an interesting question. Are the metal threads spinning inside of the plastic intake?
