New guy needing power making help

Hi everyone, this is my first post. I'm not new to cars, or making power, I've just been lost in the world of turbo 4 cylinders for the last 3 or 4 years. I'm used to the "add fuel, turn up boost" mentality, so I could use some direction.
My friend has an '02 Silverado with the 5.3 that he's looking to get some more power out of. I've been reading some posts on here and there are a lot of people going a lot of different directions. Some are going N/A and getting new parts, some are going N/A and using parts from the LS1, some are going turbo, others SC. Then you start getting into engine swaps and you can do all sorts of things to them too.
He wants more power, and more fuel economy if he can get it. So far he's got an exhaust, but not headers, cold air intake, and had one of the programming computers. He liked the computer, but his transmission guy said it made his transmission shift poorly so he returned it to stock.
Bang for buck is important too. I'm leaning towards cams, intake, headers, and other NA goodies because I know they will all work with a power adder down the line, but if he can't feel a difference then there's no point in getting them.
Also, can the hypertech's be used to actually tune the car, or does it just flash a new cal and that's it?
