just went outside and pulled the cutout off, turns out there was a little bead of slag stuck on the back side of the butterfly valve right in one of it's pivot points...so, i just chipped it off and hit the switch and viola, cutout works flawless...

so f*ck me runnin i guess, sorry for the trouble derek! glad i got this thing working!
