My Magnaflow tip doesn't look like what you're describing. It has a rolled-edge tip but no additional pipe. Not trying to be a dick or anything, but is it possible the installer just slipped the tip over the stock pipe without cutting it?

As far as the effect it has on your sound...I don't know. Sorry!

My MF tip was exactly how you describe yours.
The extra length of pipe inside is probably to reduce the yellowing that happens when SS gets too hot.

IMO it probably sounds better that way.

Its was a whole cat back from MF, and i helped put the damn thing on, never left my sight from me opening the box to slaping the beyotch on, so ill rule that one out. And dont think that was a dick commit, you had just cause to think that, some shops dont let u back to the shop with work going on. Besides ive know the shop owner since before he even had a shop. Were close friends.
