Yes just pickup the block off plates.

EDIT will get rid of it.

EGR is supposed to lower NOx levels at part throttle. As long as you aren't throwing an SES/MIL/CEL you are fine to pass. 1996+ vehicles only get an OBDII test (at least in Texas) and the safety
