Default Lockup question

What is the going opinion on when to lockup the torque converter? I have mine set to lockup at 95 mph and when it locks it pulls down from like 4900 rpm to 4200 rpm. If I lock it at anything lower it seems like it lugs the motor. I think it was set about 75 mph stock, so it was locking before the end of the 1/8th mile mark. What about 3rd gear dyno runs? For maximum numbers do I want it locked all the way through, locked somewhere in the middle of the run, or unlocked the whole run? As soon as I get the wideband project I am working on, I am going to the dyno for some tuning.
