What do the instructions say??? If there is no stand off like the factory rockers then you tighten them down until you achieve Zero lash. In other words no slop in the push rod. Then you give it approx 1/4 turn to put some pre load in it and tighten down the locking set screw.

If they bottom out on a stand off or pedestal then tight to spec and lock it down.

i did not get instructions so i downloaded them from PRW's website and it only gives instructions for engines that have been running. they even say that there is a difference with new engines.

The concern with new engines is that the lifter plunger will compress when you begin taking the lash out. So long as you dont crank the rocker bolt down too far past zero lash, this wont be an issue.

ok so i should turn the engine by hand until both rockers are flat and then adjust until the pushrod has no play in it then torque down the set screw to the recommended torque spec correct? sorry if im asking a bunch of dumb questions but im 8K in this engine and the last thing i want is to get this wrong.

When the intake valve starts to close, adjust the exhaust
When the exhaust valve starts to open, adjust the intake
