Are the cam retaining plate bolts the same bolts that are found on the oil pan. Just can't remember it's been so long. That's the ones I put on and they are close to the backside of the cam gear. Not close enough to hit but I just want to be sure.

I'm pretty sure they're NOT THE SAME. Why do you ask? Did you get them mixed up? if you're worried for $10 you can just get some ARP cam bolts for a LSX engine and be done with it.

I know the cam bolts are not the same but I'm not sure about the cam retaining plate bolts.

They might be the same, I think they are very similar in size. Don't know for sure.
