the 99 2500s have a torsion bar setup just like the 4x4s do

Welcome to the world of Pacesetter LT Fitment issues! I had to flatten one of my primaries out by a quarter inch to maek em fit. So...the only advice I can give you is.......fabricate it any way you know how.

No they don't, unless you are talking about OBS. Until the introduction of the HD's in 2000 as 01 models, the 2wd 2500 LD has coil spring front suspension. The 1500 HD, a clone of the 2500LD has torsion bars on both 2 and 4wd models when it was introduced. In 2001, they dropped the 2500LD because they had the 1500HD. In 2003, they brought back the 2500 LD which had torsion bars for both the 2wd and 4wd. If mine had torsion bars then there wouldn't be a problem, but because I have coil springs, the rearmost frame mount for the lower control arms is much more obtrusive and gets in the way of the header.

What he said, I was under the same understanding that its HD's VHO, and the 2wd SS's that were TB and 2wd.

Unfortantley I don't think those headers are made for YOUR truck, you can try to hit them and bend them to make the headers fit, but every little bump you hit in the road will bottom out the headers on your control arm. This will cause more damage then you want, more them likey brake the header bolts off and cause leaks.
