Help with leaking valve seals during compression test!

I've decided to pull the heads, get them all checked out and serviced. That way I can look at the rest of the motor and make sure everything looks ok. alot of guys are telling me the leakdown is normal but i want to know for sure that the heads are 100% good to go

how about the head bolts? I know you should not reuse them so Im looking at buying a new set of stock head bolts. but dont you need a special Torque wrench to install them because you measure torque angle and not FT/LBS ?? IIRC I read that if you buy the $100+ ARP head bolts you can use just FT/LBS but the stockers require a different procedure.

intial torque ti 22 ft lbs, then just mark it with a marker and turn the desired degrees

Seems awfully loose, but i guess it torques down pretty good when you turn it to the correct angle.
