PB Blaster is good stuff, but the absolute best stuff that I've ever used is Toyota High Performance Rust Penatrant, if that stuff doesn't break through the rust, nothing will. It's frickin' expensive though, something like $17 a can last I checked, it's probably over $20 to the public now.

This is how my driver side studs came out when installing my headers. The 8.1L comes with studs as a stock item so I was good to go. The issue was that all the studs had to come out on the drivers side anyway because there was not enough room to get the header around the studs with the steering shaft right there in the way. Passenger side worked fine and the studs were left in the head.

revised # are 11589154 on the studs, and 11609746 on the nuts.

if you ever get a chance, try out some stuff called 'Burlite' or 'Aerokroil' (it comes in a orange can with black writing) I work on 30 and 40 yr old refinery piping for a living... some of which hasnt been touched since it was installed way back when. Burlite is the better stuff but not a spray, justa liquid you squirt on the bolt/nut. Aerokroil is easier to use, and PLENTY good for most anything you do around the house and great on exhaust stuff
