Not really easy to compare our trucks, but it use to get 14.5-15 average (Hwy & City combined) with stock tune. After tune (took a few hundred miles for PCM to adapt) I began getting 16.5-17 average.
I'll also get a 20-21.5 mpg on a flat out hwy run with "cruise" speeds at 65-68 mph with A/C on, full tank, 3 people, 20" O.E. wheels, tail gate up, with the 3.73 gears, and LQ9 6.0L. My truck is a 1500 series VHO ECSB.
If that helps any.

With a stock 5.3 and mostly easy foot I get 15.599 mpg in the city, but that's driving 2 miles to work and back 5 days a week and an occasional outing to the mall which is ~7 miles.

9-10 highway MPG sounds low. Is this a lifted 4WD? I had an 03 1500HD CCSB, 2WD with the 6.0 and I saw 13-14.5 highway. The 6.0 with the 4l80e trans doesn't do nearly as well as the 5.3 with the 4l60e trans, plus you're pushing more weight than a 1/2 ton. What I did to improve MPG was- Airaid intake, Flo Pro exhaust, custom tune, electric fans, and trying to keep my foot out of it. I also did better with using higher octane gas.

Put a blower on it. I heard you'll pick up 2mpg. I don't know if its true but it sounds cool.

I think that's only because of the tune you need afterwards.
