engine swap is done......engine wont stay on?!!!

soooo my guy is telling me when the key is in the run position it will crank for a half of second stop crank for a half second stop and continue till the battery dies! it is perfectly systematic.....that is with the key in the run postion the whole time he doesnt cycle it off to on at all.....

he did see a blue wire with black connector by the fuse block not connected....what does that go to?

-------------------------------------------------------------------------------- it wont crank over so my engine guy is looking into a bunch of **** .....he sees a blue wire from the engine harness with a black connector going into the cab infront of the fuse block semi thick deep blue wire with black connector...

what does this go to??

he even swapped out fuse blocks and checkd relays .....fuse blocks should all be the same right?

The relearn takes ~45mins....

I can't make any comments/assumptions on the engine swap that he did.

yup soooo we just did it twice....nothing any better than before... it jsut half second cranks. the security light doesnt stay on for more than three seconds.
he also attached a wire to the starter directly with a button on it and wen he pushed it the motor would crank continualy...

he thinks it needs a tech 2 to perform a diagnostics test or sumin. all the grounds have been double checked!
