Emissions warning to Procharger owners

I have a 2000 Silverado that I have installed a Procharger on, fully following instructions in the manual. I take it to the emissions testing/lube place. The guy calls our city referee station(which tests vehicles in question, and answers questions the jacka es at the testing places have) and the referee station tells him that my D 365 Procharger is is pending approval(even though it has a CARB tag riveted to the blower) which means they will not pass it. After some talk about me calling the referee station previously and told the same pending status statement(the guy at the referee station previously told me as long as it has the tag on the blower it will be no problem.) they agree to let me bring it down and have them test it there(city facility). This is a city owned facility that will go over everything with a fine tooth comb.
Does anybody know anything I can do or get ahold of to avoid all this hassle? I know there are some tuners out there that test emissions in other states. Do you guys have this much hassle with your cars that you tune? I am hoping that I will pass the sniffer test, even with my 42 lb injectors, as I believe the PCM corrects for all mixture until PE or WOT. I have my PE set at 65% until 3600 RPMS, then at 60%.
I have everything hooked up, including PCV line, to the Procharger inlet elbow, as well as surge valve, to the inlet elbow, just as it says in the manual. They told me, if it passes, they will tag the blower to show it has been approved by the city.
Sorry for the long post, but I live in Alaska, and we have some of the strictest emissions laws in the country, believe it or not, and this really pisses me off to be hassled like this.

I live in California, an trust me, Cal is the strictest. Two basic parts of a smog test. The visual, and the sniffer.
As for the visual it has to look smog legal. I would call ATI and ask them to send you some paperwork on the CARB number cert # so you can show it to the ref. Any ammo you can get will help.
For the sniffer part. A few well placed holes.....
Befor my older cars were exempt I would have a "smog pipe" that I would bolt on to pass. And what do you know, an exhaust leak lets out some of the gasses and lets some clean air in. BUT, the smog pipe must still look legal. And the well placed leaks cant make noise or let too much out or in. Good luck.

ya those state refs that test your car are dicks. i had to go like 4 times to get it passed. every time i went in they told me to take a bolt-on off. they like screwin with u. i just love how the chp pulls me over for the routine smog check, and they let oil burnin pieces of **** drive down the road which i see everyday

The thing is, I am pretty sure it will pass the sniffer test. It runs at stoich until PE mode or wot, and I believe they do idle, and 2500 rpm test. It's the fact that it is somethign they are not used to, and they love to mess with you, even at the emissions place/lube place. the funny thign is, all these guys come shop at my work from all over town, and I am a supervisor there. I remember everybody that gives me a hard time. I can make things easy on people, and I can do things by the book,or worse, like them

You may want to try getting some brand new spark plugs. A while back I had to test my old ford ranger POS, which I sold for my 03 sierra 
Anyway the ranger would not pass smog, and I live in California so the emissions rules are REALLY tough here, just like Alaska. After not passing I bought a bottle of this silver bottled stuff, I think it was called B5?? (something) chemtool. I poured a bottle of that in my truck, a bottle of fuel injector cleaner and ran the truck for a while. The truck spit out white smoke for a while after doing this but eventually stopped. THEN I replaced the spark plugs. This seriously dropped my emissions numbers! It was AMAZING how low all the numbers were! Obviously I passed the test with flying colors.

All I can say is good luck, it was hell geting my GTO to pass back when I had to smog it. If the laws went back to the way they were it would NEVER pass with the motor in it now.

Is there any reason that the Inspectors have your hood open to inspect your truck? If not, just tell them an alternator bearing is going bad...
I'd call ATI and get a letter or anything else from them stating the CARB for it.
What goes around comes around, if they are gonna jack with you I would do my damnedest to screw them over hard-core when they come to your store.
