Ok yeah fans off in the tun and also turned off the Fan #2 control on the A/C tab and im still getting a ground signal from 33

Could this be result of a bad relay in the panel? or fuse?

No, it's either a bad input, tune or internal to the PCM. I think you said you swapped PCMs so that should rule out a bad one. I just can't think of what it could be. With no fans programmed and ground still on pin 33, that tells me that its closing the recirculation door to help lower a/c pressure.

But with that said, it should totally bypass that all together with 11 /17 cut out right!? And if thats the case then I must've possibly wired something wrong?!

Cause I do have my MSD Window switch, NX relays, and TPS switch installed... possible one of them could be touching or crimped and grounding to something else? damn seems far fetched cause that would mean somehow the wires for both the nx system and a random wire to the pcm got cut and are now touching each other!?

Or is it possible that if something happen to the wiring, then im shorting out one of these pins on the PCM whenever I've swapped it!?! Possible that the wiring is shooting out the new PCM's and therefore making it seem like theyre not faulty. I might need to find this bad wire first then try swapping PCMs to see if it goes away. The damage might already be done to the PCM since whatever is causing this is obviously electrical and not a malfunction

Where did you cut the wires at? If you damaged the pins on the PCM, you'd see that they are bent.

Oh the wires for 11/17 I cut them way up high so i can resplice them later. I got a ton of wire to work with I guess is what im saying.
