Correct way of re-installing rocker arm shafts???

Correct way of re-installing rocker arm shafts???
Like the title says fellas. It's been awhile since I have had any spare time to play with the truck (in my sig.). So I have forgot a few things. The short block is done, The cam is in, double roller on,oil pump on, I installed the heads and ARP bolts (still not confident about that) I think I'm going to go back and re-torque the heads.
Okay once I get the heads re- installed how do I install the rocker arm shaft. Do I just torque it down to (I think) 22 ft lb ? I am re-using the old lifters so would it make a difference if they are dry or filled with oil? Thanks for any help.

I forgot to ask about adjusting each individual rocker arm . Do those have torque specs too? And do I have to spin the engine to adjust them or in any special sequence?

they are torqued to 22 ft. lbs.
use some red locktite on the threads also.
torque them all down, rotate the engine 180* and retorque againg to make sure you haven't missed any.
