Default Constant power to EGR harness

I was looking for a power source for my sending unit for my fuel pressure guage. I have the EGR removed and the harness and clip just there. Keep in mind I have a history of power draw that I have yet to figure out, mainly lack of time and interest as the spyder has been out all summer. I have that one hand light tester from napa for checking power. Well I went through all five wires in the clip and there was a flicker of light but no audible tone for solid power and the red led would flicker. I put the key in the ignition to start and went back and checked, sure enough solid power. So I shut the key off and took a volt meter theres full power to all five without the key on they range from 11.99 to 13.something.(just had it on the charger). So I put the key on and do the same and it went from 7 ish up to 13. If y'all want I can let you know the exact voltages and wire colours. Whats goin on? I was under the impression that with the key off there should be NO POWER.

WOW,... ok... first thing... You need 12 volt or 5 volt for your fuel pressure sender? (95% of all senders need 5 volts). Second if you turn off your EGR fuction in the PCM, the EGR harness will not work as it should. I used the egr harness to supply my 5 volt, ground, and data return for my exhaust back pressure gauge.
