Cold start problem?

Default Cold start problem?

Not sure where best place to put this one so here goes..

A friend of mine has a 99 Silverado 4x4 and it runs like **** on startup when its cold. Not on a cold day just a COLD startup. He says it "pops, spits back, skips, then idles really high" until it warms up a bit. Then once it runs a bit it clears up and everything is normal and doesnt do it again until the next cold startup. The engine light has never come on..yet. I've already put a new set of plugs and wires on it and it still happens. It has little over 100K miles on it. I have not had the chance to see the truck do this myself yet. When I get my autotap back from being repaired I want to log it and see what that tells me. Any ideas on what this cold be? Sounds like its in the fuel system to me?

Alright 2 replys say same thing.

I'll tell him to change that regulator. I figured it was something in the fuel system.
