Brother messed the truck up, ran out of gas

Its a 99 Sierra 5.3
Ran fine beforehand. My brother recently ran the truck out of gas. We filled it it still wouldnt start. Turns out the ECM fuse blew. We replaced it, and the car ran horrible would stumble etc. I figured that what was in the tank bottom clogged the fuel filter, so I replaced it, no major change. I ran some Injector Cleaner, it fixed it pretty good. The only problem is on cold starts it takes a minute before the truck has power. I can give it gas and it wont go over 10mph and stumbles. I sea foamed it, and its running good except the cold starts. Anyone have any ideas? Thanks. Oh and no codes or stored codes.

Oh its been a few days now. It runs great otherwise, except for the 'fuel gauge from hell" so common on these trucks. Thanks for the reply.
Maybe anyone know why the PCM fuse would blow when running out of gas?

Usually those pumps go bad once you run them out of fuel. That's what I was told in class anyways. Id get that checked out.

I had the same fuel gague problem too.. I finally ran mine out of gas and DID burn up the pump. When I changed it finally the gague works fine. as far as the performance problems since your mishap; try changing your fuel filter... there may be some trash collecting and after it runs it may be loosening up from the filter element and just sticking when you shut it off. That could explain the cold start power loss. Try it out. It could be an inexpensive fix and you could be back on the road good as new.
