A HOT wire with no load before it reaches ground (RETURN) causes a fuse to blow. HOT wires need a load so work can be done. That's why they're HOT. If your HOT wire is BYPASSING its' load and heading straight for ground the fuse will blow every time. Is there some function on the vehicle that is INOPERATIVE when the fuse is blown. Check that circuit for a pinched wire or a wire with worn or chaffed insulation. Have you done some work in that area recently? Go back over your work. You'll need a schematic diagram to trace out the circuit from the source (fuse panel). This must be a HOT wire that is touching ground (bare metal surface) where is shouldn't. Circuits do have to eventually reach ground, but they better have a load in the circuit before they do or you will find yourself with the problem you are describing.
