next option sounds like to put an ampmeter on it to see how much it draws and do it to fan 1 and compare. I would be best if you had a recording type so you could see max start up amprage.
Do the fans have some sort of label on them discribing volts, amps, ect. ... I don't remember seeing one on mine.

This may sound dumb but you dont have the polarity crossed on fan2 do you? If it is not spinning in the right direction (pulling air thru the radiator), it could be loading up once the truck is in motion. This would cause the fan to draw quite a few more amps than it would sitting still.

also look at your fuse for the other fan and check to see if it shows signs of overheating. if it does, then you need to upgrade your wiring. where are you drawing power from? if the supply isn't strong enough, then it will have to work harder to produce the same amount of airflow. that means heat which could cause the fuse to blow. just a thought.
