If you're keeping the 1900, just bore your 5.3 to 347ci (3.905 bore) use your stock crank, forged pistons/rods and put all that leftover money toward some good heads. I wouldn't go any bigger than the 383 build already mentioned with that head unit unless you only want 3-4lbs boost. You'll need to go with the bigger 2300 to feed a 400+ci stroker. Keep it small, throw all the boost you can and you'll be happier and keep some cash in your pocket in the long run IMO...

Also something to think about is your heads..I assume your using stock 5.3 heads..They will work on a 408 but combined with low boost im willing to bet it wont be much faster than what it is now..
You would at the bare minimum need a stock set of 317 heads..
Go look at TIM Z's setup..stock headed 6.0 with 12psi from a 1900 and runs almost a full second faster than you..I would also do a different cam

Didn't Atomic do a 408/TVS1900 combo? High CR if I remember, like 11:1. He made 6-7psi.
I agree a 2300 would be optimal for a 408 (I bought a 2300 for my 408)
If you want to stay on the cheaper side a 383/1900 would be a fun ride. Better on gas too.
If you want to stay super cheap, swap in a LQ4 and throw 10psi at it with your 1900. Big TQ increase from a 5.3 to 6.0. (add small cam while it's on the stand) That's a cammed, boosted, tuned, 6.0 for less than the price of the 408 short block
