You could put a 5.3 in there for 2 grand or less...
For a Gen I SBC set up, I would find a good running 350, get some vortec heads(if it doesn't already have them), a mild cam, good intake, long tube headers, etc. Should run pretty good.
Or, what I may do to my '81 K10, is find a big block to swap in. So many options...

If low end torque is important I'd stick with the Gen I small block instead of a 5.3
