you can work with a turner to get some email tunes to get you in the ball park and then get a dyno tune to get it spot on. Atomic can help with that. He's one of the sponsors on the right side of the page.

Will I have to get the tuner that did it originally to delete the original tune before being able to tune with someone else?

nope, as long as they didn't lock the tune out but even then there are ways around it.
