What would cause the converter to stay locked on Deceleration?

Default What would cause the converter to stay locked on Deceleration?

It's been doing it for about a month now.. it shakes/shudders the truck (keep in mind this is with my foot OFF the gas)
It's SUPPOSED to unlock when you're coasting right? say around 50-60? it does it bad at 60.
I need to get on this asap guys, so any suggestions or tips.

the only reason why i say it's locked is because if i have my foot on the gas (say the TPS is at 2-3%) and i manually unlock the converter by pressing the brake (still holding the gas pedal down) and THEN coasting (foot off pedal), it will not shudder at all.

I doubt the lock up clutch is bad because it's been rebuilt by Chris @ circle D a good 7k miles ago so, any suggestions would help.

Transmission is a 60e btw.
