Personally I would use Eastwood's Rust Encapuslator... I have used it before on a rusty *** frame from Michigan and 5 years later no rust at all and it is easy to use. POR-15 is some harsh stuff...

we used POR-15 on our '66 truck frame off build. It's pretty tough. Dunno what you mean by being "harsh".

wear gloves with either stuff, it's a mess to get off. Apply them with a cheap paint brush.

POR 15 all the way but make sure you clean the frame real well. I also would prime it with a self etching primer. POR 15 also makes this stuff called metal ready that etches the metal good before you prime it. And ya use some gloves, as im typing now i got a nice black stripe going down the back of my head from painting my trucks frame with this stuff. I mean it says right on the can the only thing that will take it off your skin is time lol

yeah, I remember looking like a zebra when we painted the truck frame. We made our own rotisserie of sorts and went to town. The Metal Etch stuff they provide is good stuff as well. I'll echo the sentiments on making sure you prime the metal good enough before hand.
