I just experienced this first hand as well. My trans had the PWM valve locked out so that lock up was either on or off. I didn't like how harsh it was with my pressures and the triple disc lockup so when I was in the trans, I put the PWM valve back to an operational state. I then got the unlocking/locking issue at light loads (I have a 2800 stall). THis was with stock trans settings.
To fix it, I just raised the minimum TCC lockup settings to around 50 at light throttle settings instead of the lower stock settings. Worked perfect! SInce then, the really low/light cruise TCC engagement was still a little harsher than I prefer so I tweaked the settings a little more and now it's at 45. Feels awesome and none of that unlock/lock bs. Good luck.

When I first got my 99 I noticed the converter was cycling a lot. Every 3-15 seconds it would unlock then relock. No codes and the IIRC I did the P1870 test with the Tech 2 and it all checked good. I installed a transgo HD2 shift kit in it and among other things it shoved that stupid little valve out of the way and made the circuit either on or off and its worked flawlessly ever since. Lockup feels like it could be a 5th gear.
