ok will this work or what?!?!?

i have a 2000 ext cab short bed silverado. there is a suspension crossmemeber that links the two lower a-arms together. now on one side of the cross member the wholes are slotted for god knows why. this creates a problem where after a while the bolts come loose and the crossmember slides when u turn and makes a horrible noise. ( two bolt holes are slotted, two are not) so i used 4 washers and torqued it a 100ft/lbs like the dealer said then i got to thinking...what if i just went to a melt shop and had them fill the slotted part in and jsut drill a new hole that wasnt slotted. what do u guys think? did GM make it slotted for a reason? should a crossmember be able to move and slide back and forth like it is? any advice on how to fix this really jimmyed up idea GM had would be appreciated
