Nasty noise coming from t-case controller box thing (video)

Default Nasty noise coming from t-case controller box thing (video)
Take a look at the video, noise is coming from the black t-case controller thingy. Everything still works fine, 2hi, 4hi, 4lo, neutral, etc etc. Any idea what it is? Is that black thingy replaceable? What does it do?

Video is Quicktime, about 10 megs.
