Arrow Higher stall TC = lower mph @ redline (shift)?

Hey Guys,
I am trying to figure this one out.
If you shift into the next gear at a higher rpm with a higher stall TC, then I would think that you would redline (shift) at a lower mph in each gear also (assuming TC is unlocked)

So the truck would kind of act like it has lower gearing as long as the TC is unlocked, right?
