Not totally sure, but look into transfer case control module... or something along those lines. Depending on your condition, it may be the problem. Hard to tell otherwise. But do some research on it first

have you messed with any of the connections in the harness? follow it all the way up to the connection in your fuse box, make sure its all together. mine did the same thing after I swapped in my 6.0 and I had missed one little connection.
A new actuator shouldn't be $360, I bought one for around a bill and swapped it in myself, all you have to do is pull the skid plate and loosen it with some channel locks.
