On a 03 silverado z71, what would I need to get to change to 4.10s? They have different options.

You do not have a 14 bolt rear end in a half ton Z71 truck, it will be a 8.5/8.6 10 bolt rear end.
Yes you must change the front on a 4X4 truck.
Yes, that is the correct rear locker. Don't forget that you need the bearing kit to go along with that.

Thanks for the info! Are front gears the same as the rear, so I would just order 2 kits?

The carrier you linked to is NOT a True-Trac. It is a standard clutch type posi. It's right for the application, just, not what you're saying it is.
Front is different from rear. Yes it MUST be changed at the same time, otherwise in 4WD, one end of the truck will be trying to outrun the other. Obviously not a good thing: everything in the drive train will bind, and on pavement, the truck probably will hardly even be able to move, let alone drive.
Z71 is irrelevant to the matter at hand, other than, it's only available on 4WD trucks. It's a package with skid plates, upgraded shocks, and STICKERZZZZ!!!!! No mechanical parts are affected. You still have a 1500 truck.

Do people run one in front & back or just rear on 4x4?

Yes it MUST be changed at the same time
I suppose you could put a posi in the front, maybe the gear type, but it would make the truck drive rather strangely in poor traction situations... the front would always want to go straight on a slippery surface, and would resist any attempt to turn. Which is why nobody does that. I would advise strongly against it.
