Converter Problem?? PLEASE HELP!

Hope someone can help me. I have a '04 Silverado with a cammed 6.0, new P.I. 2600 Vigilante and a 4L80-E built by Finishline Transmission. When I put the car in drive, I have to Rev the engine to about 4,000 Rpm's to get it to drop in gear. I checked the fluid level on the tranny, and its normal. It started out as an intermittent problem but had continued to get worse. Now it will do it on the road as well. From a dead stop if I hammer the gas, it will slip and the engine will just rev. I need to know if this is a Transmission or converter issue. Thanks for reading. Please help!
