Best modifications to make my truck handle better
#1
I've got a 1990 rcsb 4wd silverado that has an l92/6l80 awd drivetrain now. I've lowered the torsion bars completely to help with the ridiculous torque steer but now I want to help it out even more. The entire front end was basically rebuilt a few years ago. Should I try to raise the bars a little? I just get an uneasy feeling sometimes when I really get into it.

sway bars and shocks like everyone said. Belltech makes good shocks and sway bars. check out their "street performance" shock line. Hotchkis also makes very good stuff. if you are wanting better handling for a more offroad application id say check out Pro Comp Pro Runner shocks and Bilstein 5100 series shocks

Just getting any shocks wont do, you need to get shocks that are valved to the spring rate. Doetsch Techs 2.0 shocks are nice, QA1, Ride Tech are just a few. QA1 and Ride Tech also have many coil-overs available to. Viking is another coil-over that seems to be popular.
I'd go with coil-overs to, front and rear. Add a 4-link while you're at it. You have options. That way you can tune your suspension to whatever driving style you're going for. Track, auto-x, canyon carving.
A little inspration
Its 2wd but still bad ***. I believe the rear set up is the same for 2wd as it is for 4wd.

^ Obviously if budget isnt a concern a triangulated 4-link would be the best way to go.
As far as brands, Hotchkis, DJM, and Beltech are all good companies for the lowering parts. And for shocks, I bought Bilstein replacement shocks(4600 series) for the 03 AWD SS Silverado. They are great! Nice and firm yet not harsh at all.
