Default 80e no 4th converter locking in 3rd

Title says it all. My 4l80 isn't hitting 4th and my converter is locking in 3rd.
It's a 80e transgo hd2 circle d 3200 and its at 3000 rpm at 75 locked with 3.42 gears. It should be down around 23-2400 from what I gather off online calculators. Any idea what could be going on in there?

I from a manual and wonder if my tps needs adjusted, even though the motor was from a auto vehicle.

Doesn't even try. Just gets up to 28-3000 rpm around 75 and the converter locks. The convert actually locks wile cruising ~50-55 and holds about 23-2400 rpm and I'm sertan its locki g cause I can roll into the gas and at ~50% throttle it shoots up to 3000 rpm and holds till the speed matches the rpms and then rpm starts to climb with more speed

Maybe the neutral safety switch on the side is clocked slightly off and the PCM thinks it's in "3" when actually in drive.

I even modified an early unit to take a nss with a home made bracket so it problem isn't set right.
