First of all can you lock it with vcm controls?

It's probably a tune issue, mine had the exact same issue (no lockup, phantom code triggered by certain highway conditions) but was easily corrected.
Winner winner chicken dinner. Picked up a cheap ($40) scan tool, no codes for anything related. (Misfire & P1638) Erased, then drove... converter locked. It only shuffled once on a slight grade. Time to proceed and get full tune to straighten it out once and for all.

As I recall it was an 1800-series phantom code relating to the valvebody position diagnostics.

Just wanted to update, got the truck street tuned by Jeremy Formatto last night. He said the PO300 code it was throwing was the cause of my converter not wanting to stay locked. Needless to say, after he fixed the tune - everything is spot on.

Hope this may help someone else if they encounter similar symptoms.
