Default Any Toyota Tech or Master techs?

I have a few questions if you can help me out. I'm trying to diagnose my 08 RAV4, fuel pump doesn't get any power and I'm pretty sure it's the ECU.
I found something about the C/OPN relay but can't find it's location.
Does the ECU have to be programmed to my car or can I just swap one in from another vehicle?
