like said before boost is a measure of restriction. the stock cam was restricting your air flow, with the new cam you are flowing more air through the motor. you are making more power with less boost. your wastegate mkaes the turbo move a set amount of air. you are flowing the same amount of air but under less pressure

The waste gate is operated with pressure. Pressure is applied against a diaghram and a spring.
Yes the engine is using more air, and yes, psi or boost is a measurement of restriction. However the waste gate should remain closed until the spring is overcome with pressure... The turbo should "try" and compensate for the additional air required to open the waste gate.
Let me try to splain this another way.......
