If you wrap the exhaust, it will booost better. Also, check for leaks in the charge pipe.
With the intercooler, run your boost reference to the intake, and not to the turbo. The intercooler causes pressure drop.

What is your AR on the turbine side?

 

i beleive its .81

 

That's your problem right there! That's a pretty big A/R for a 4.8 At least your not gonna run out of turbo at higher RPM's. But then again with your manual so you can pick when you wanna drop the clutch.

 

The fact that it's a 5 speed isn't helping first gear spool. It got a deep 1rst gear that doesn't load the turbo very hard, so it doesn't build boost too fast. Wrapping the exhause and putting a .68 A/R exhaust housing on it will make a lot of difference. That's what I had on mine and it boosted quite well.

 

You could block off one of the port flanges or partially block it off. See if that helps, for a cheap fix.

If it has a dual scroll turbine, just make a plate to block off one side. (The plate will go between the mounting flange and the turbo) Which should effectively lower the AR.
