Yes.
Meth kit (top of the line) installed $800
Pulley $100 (maybe a bit more if a RIP pulley)
Belt $25
Install belt/Pulley $50 (maybe!)
Re-tune *$400

*If it's the place that did your original tune then $400 is pretty A re-tune for meth and a pulley should be $250 or so I think. If you didn’t get your original tune there then I can see $400 to $600 depending on if you're are doing MAF or SD.

I think the prices above are pretty generous so if you aren't getting out the door for under $1600 tax and all, I'd probably keep looking.

Is the shop familiar with your truck? I see you have a Roush TVS1900 with the pressed on pulley. If that includes pulling the snout off the blower and doing all the necessary custom machine work to go with a smaller pulley, then might not be to bad of a price. Still kinda high, depends on there labor rate.

If they think there gonna pull the pulley off that blower and just put a new smaller one on it they are mistaking and WAY over charging for that.

depends on how big the bag of meth is really and if they weigh it with the bag or not...

and remember your local dealer is not always the cheapest

+1 But yeah, the Roush pullies are press on and the snout must be machined to change pullies (do a search, there are a few threads about this).

Go with a Devils Own or Alky Control meth kit, use your existing washer fluid tank since it has a low level sensor built in so you will know and won't burn up your motor if you are running too low on meth. Gates belts are top notch. And the tuners on here are top notch too

How much meth does he think you need to spray? 2 Gallons is a ton of meth. I have a 1 gallon tank in my GTO and havent gone through that in months. Where does he plan to mount this tank?

Ask him for a quote minus the pulley change and see what he says. Then decide if that extra pound or two is worth the cost right now.
