Look for someone upgrading their base STS kit. The Dodge kit comes with a 60-1, exhaust A/R = 0.96. STS offers the GT67 upgrade for $400 so you might find one pretty cheap.
I have heard HORROR stories about turbos on eBay. Nothing is guaranteed but buying from this site might be a touch safer ( minimum posts before selling, word of mouth, etc ).
Nice starting point, keep us up on the improvements!

Are you going to use this on your 4.3?

the masterpower t-70 is way more turbo then you need. A 60 trim turbo with a smaller turbine housing will work fine.
