I took a voltage meter to the wiring harness on pedal. Tested them all till i received power when peddle was pushed. Then wired in a on off toggle done. So when toggle is on and brake pushed motor will only rev to desired 2 step setting

Hmmmm I can't picture it. Isn't the toggle breaking the circuit when it's off causing that wire not to function whatever it goes to until the toggle is on

You splice the wire off the brake pedal harness to the toggle then to the 2step. So the toggle only controls the power to the 2step

Size: 250.8 KB so according to this I can just run the blue wire to a toggle switch with a 12v source and ground and it will work. Is that right?

If you use the blue wire, you want the toggle to ground when you turn the switch on. Opposite with the blue/white wire. If you use the blue/white, you want the toggle to activate 12v. You use one or the other.

Got it! I think I would prefer the ground method. To deactivate I imagine I'd just have to turn the switch off

That's how mine is too.

This way, you can turn the switch off and still do a burnout, then switch it on for the launch and works off the brake light switch. Step on the brake and the 2 step activated, release the peddle and the 2 step is deactivated and you GO!

You're not cutting into the brake light wire, you're just taping into it for a power source so your brake lights are unaffected.
