Can that hole be enlarged with min. headache?

I just went to town with an aluminum bur. I think it is still not big enough, I'll find out when it gets cold out.

Is there a hole in the blade to allow the minimum required airflow? Is there a throttle stop screw?

No.

Yes. I have the stop set so it is at the recommended IAC counts, I don't remember what it is like 35 or 50, idk. If I open it any more I get severe cruise-controlling. I figured drilling a hole would be counter productive. With the stop adjusted too far open, the IACs would still be at 310 during most of warmup. It would die putting it in gear not fully warmed, it needed more air but the IAC was already fully open. I was torn between drilling a hole and not drilling a hole. I had too much air at warmed up idle, and not enough at cold idle. It led me to do some thinking (I'll be OK) about what was different, and found how small the air holes were. Here are some better pics of the differences. The more metal that I ground away, the easier it was to tune.
