Not clear on what you are saying here. Is the idle high or going up and down?

Up and down after going into closed loop and warmed up. I can unplug the iac when its doing it and it will idle fine plug it back in and after a min or two it will do it again.

Sounds like a leak to me. Air getting in. Here is what I have run into. Unplug the IAC and the leak stays the same Idles fine or a little high. Plug the IAC back in and as the leak air is coming in the IAC is trying to stop this so it is chancing to compensate for the leaking air running the idle up and down. When Iran into this it was on my 6-71 witch is a little bet bigger but should be the same. But the tuners on here know a lot more than I do.

That makes alot of sense, but I still think after talking to you it is in the injectors and tune.
