You aren't talking about a B.O.V. here I believe, you are talking about a waste-gate. Correct? Reason why I state this is because the two valves serve different functions in the system.
Waste gate is meant for regulation of induction system pressure. Blow off valve is meant for reduction of induction system pressure spikes when the throttle blade closes abruptly and the waste gate doesn't compensate quickly enough.

. Glad you got your vacuum reading figured out. Vacuum gauge do the trick?

i have a 20# spring in mine since my vac is running at best of 19...it only releases pressure in the hi rpm's just after getting out of boost
cant see how anyone uses a 6 or 7# spring hence the BOV stays open most of the time

Mine does hang open a little at idle so I'm going to try the 9lb and 11lb springs with a different vacuum source. I have mine pulling vacuum off of the brake booster and it is really slow to respond which is why I went with the lower spring.
