That looks like a throttle body for an LT1/L98. There are a few companies that make them in a mono blade. Supposed to be 1250 or so cfm.

Yea it does look like a TPI system throttle body. TPIS makes one I know that can flow 1300 cfm. My twin 58mm TPI throttle body flows just over 1000 cfm.

Is it justme or is that blower doing nothing more than acting as a really overpriced PCV Catchcan since the air is going into the valley cover

In those pics yes, but I highly doubt its the finished product being the TB looks to be taped on.. I am guessing its pics of development for whatever they are doing.
