It's all relative, we are talking about percentages as they apply to all engines, not particulars for any given one at any specific cfm or psi. Efficiency of the blower and capacity of the engine will always dictate how much power is achievable. Or put another way; the power produced by an engine is directly proportional to the mass of air/fuel mixture it can ingest, compress and ignite per cycle, other things being equal.
