Considering I just unhooked a manual boost controller that I was easily doing
20-23psi, I think I've got something wrong.

What boost do you get with SP1 at 0?
Does the solenoid cycle when you do the cycle function?

Should work fine if its hooked up that way. Check the vacuum lines and wires.

Solenoid function test works. I did have the overboost still set to the factory setting of 7psi. I changed that to 23.5psi and now it works better but the boost spikes to 20psi and goes back down to around 10psi. What now?

Maybe try a single port or the other two port method, just to see what happens. Do you have the RPM correction on? If so try turning it off.
